    Rules interp

    Ladies and gentlemen,

    The rulebook states that nonregent characters may take free actions
    (limit 1, which counts toward their three for the domain turn) and
    character actions during a domain turn. Does this rule extend to
    unblooded PCs? Can a blooded PC give and unblooded PC RPs in order to
    complete an action (lieutentant)?

    For this ruling I would leave it to the DM's discretion but I would say
    the character would have to choose 1 ie a Palidin shouldn't collect full
    regency for both Law, Temple, and Province holdings its just too much.

    It seems to be the case, since the BIRTHRIGHT Rulebook keeps the PHB
    distinction that warriors include all three classes. So according to our
    Rulebook p. 41, bards collect RPs, from both Law and Guilds, Paladins from
    Law and Temple holdings.

    So, no need to be a multi-classed semi-human to collect plenty of RPs...

    Why not? Nothing in the rules seems to forbid it and there are examples in
    official products of active lieutenants that are not blooded. Acoording to
    the Ilien domain sourcebook, regent Rogr Aglondier has his unblooded
    daughter as an important lieutenant.

    I wouldn't stage a campaign with unblooded PCs though; part of the
    uniqueness of the Birthright setting is bloodline powers, I feel it's too
    bad not to use them.

    Yes. Thats what the lieutenants are for. Giving RP in game terms
    is that he will get for instance a special uniform that says about
    his lieutenanthood of this or that regent. People know this lieutenant
    is a guy with 'power' given by regent. It's like president agrees the
    ministers and then everybody knows that he is a prime or whatever minister.
