We don't know. Take a guess. A power in the Shadow World that the
Halflings greatly fear, other than that we don't know. There have been
just as many theories on the newsgroup as there have been about JFK about
who the Cold Rider is and his connection to Azrai. He never became fleshed
out in canon, he appeared in the Iron Throne and was mentioned in the main
boxed set. Ed, Carrie and the gang was supposed to flesh him out in the
Shadow World Trilogy that got axed. Supposedly our beautiful, sweet,
inticingly radiant goddess of Birthright Carrie Bebris once said he had a
VERY HEAVY connection to Azrai but she doesn't remember saying it. :)
Must have been the wine, huh Carrie? As it looks now we will probably have
to end up capturing Ed Stark at a Gen Con and with a little truth serum
    finding out.

Popular opinion seems to be that the Cold Rider is the spiritual essence of
Azrai, with no memories of his past, and no connection to his physical form.
When I read the description of the Cold Rider in the boxed set, before I had
spoiled myself on any other theories, however, I kind of developed my own
    idea...

(yes, I'm going to tell you now, briefly...)

Early on after their ascent, it seems the gods took to "pairing off" as it
were, and from these "weddings" a few new lesser gods were born. Haelyn and
Nesirie begat Cuiraecen, Sera and Ruornil gave birth to Eloele, and Erik and
Avani spawned Laerme. What was never mentioned was whether Belinik and
Kreisha ever attempted to have a child. I thought it would make for an
interesting story if they did, and if the Cold Rider were that very godling.
This lesser diety is trying to assume control of the dead of Cerilia. As of
yet, he does not have much temporal power, because very few humans know of
his existence. He resides in the Shadow World, and his power is mostly among
the dead who have rallied to his banner there. I was thinking of detailing a
coalition of perhaps 2 necromancers who venerated him and possibly a priest,
all in Vosgaard. It would be cool to watch this young religion try to
establish itself, and see the power of the Cold Rider grow in this manner
(he is having difficulty expanding his influence any further with no living
worshippers). Of course, the faith of Nesirie would probably have something
to say about this, because the Cold Rider is not compassionate in his
dealings with the dead. He instead seeks to use them solely to feed his own
power. His long term goal is something like killing everyone, berieving the
other gods of worshippers, and thus reigning as the solitary diety of the
world. Of course, his priests won't know of this plan, or they will be
promised exhaulted positions over the dead when the end is achieved.

That's the short of it. I kinda stopped developing it any further after
reading the Azrai's spiritual essence idea, because I thought that was
likely to become canon. Now I'm torn between both ideas, and totally
ignoring the Cold Rider, in favor of focusing on other issues in my
campaign. Anyway, if anyone out there was looking for an "alternative"
opinion, there it is, and if you like it, take it.

I heard somewhere that the COLD RIDER is the very heart of Azrai, its core
essance, and that it somehow managed to survive the battle of Diesmaar. Do
gods truly die if they still have worshippers. I think they live on as long
as someone still worships them. Therefor the COLD RIDER is Azrai and he has
been slowly building up his power so he can finish what he started.
