In the main rulebook Goblins are listed as having Gods. There are no
official entries, just a mentioning that they would worship their
traditional deity. Same for gnolls. Torazan is listed for Orogs.

Giants and Dragons are so rare, it should never be an issue in most
campaigns. If it is in yours, you should decide what fits your storyline
best and go with it.

Personally I lump the Elves, Giants, and Dragons all in one pool. They are
creatures of the elements, and by products of creation. As they were not
planned, no deity has a particular sway or control over them. The human gods
IMC rose up from the early tribes of men. I guess that means my Cerilia was
created by some "other" force (like Lord Ao I guess, but not with the hokey
name!) that I have never bothered with. My Cerilian bibles would start with
something like:
"When man woke and found himself in the world, a world built long before his
awakening..." At best, the humans might have been created but needed to
"sleep" until after the Giant's vs. Dragon wars were over.

I would say that, as gods, they *could* create new creatures; but don't.
They are much more reserved with their power than the original gods were, as
they have seen the dangers of going too far with it firsthand. Also, it does
not make sense to add to creation long after it's over. Even earth based
religion does not really focus on new creation. That's all over. In a
relative, non all-inclusive, sort of way. (Ie: Don't nitpick that if your
religion DOES still have creation).
