    Nope. If you look carefully, there are little super-scripted numbers
    (footnotes) in the table that indicate certain troops that can also be
    mustered from certain levels of Temples or Guilds. The only thing I do not
    like about these is that a Temple by itself cannot raise an order of holy
    Knights. Ah, well.

    And in the Priestcraft book, a Priest of sufficient level and with a high
    enough Temple, can raise troops in a land, against the will of the regent...

    I'm not sure if this point has been answered already, but
    it definitely means province of level 2. The little numbers
    indicating footnotes give it away. To use your example,
    the infantry footnote states:

    Can be raised by any temple, guild, or **LAW** holding of
    level 4 or better.

    (Emphasis mine).
    Thus if L(2) referred to law holdings, you would have
    two conflicting requirements: a law (2) holding and a
    law (4) holding.

    I completely agree with what has been said above and earlier in this
    thread....
    Though I actually think the idea that the first number is law the other is
    guild or temple makes sense. That way you of course include province
    requirements, and it sort of makes sense that you need to hold some sort of
    sway over the populace to be able to muster proper troops. Not to mention
    characters like Prince Avan's law holding network makes lots of sense
    then...he simply makes sure his surroundings are not able to muster as
    easily as they want.
    Just a thought....
