I would suggest checking out the Midnight setting for a truly excellent

low-magic-item setting. Major magical items in Midnight are called COVENANT

items. What is special is that their power varies with character level. For

instance, a magical sword might be a +1 weapon at 4th level, +2 weapon at 8th

level, and also pick up other abilities as well. You do not have to spend any

XP to make the items better, the improvement is automatic with increase in

character level.
