I could not find my notes from a past game for this land. What I could
contribute is that I considered that whoever the previous Baron was, he must
have been a master of diplomacy.
I wrote him up (again, it is lost) as a paladin of Haelyn, but one
devoted to peaceful compromise and ironclad agreements, one of the knights of the
Bastion of Truth. Not only did he win an alliance with, but a marriage to, the
sidhe Queen of Tuarhievel. On top of that, he balanced against each other no
less than three guilds. His word was Law, but he made sure the laws were just
before pronouncing them, creating vassalage agreements all around. The
guilds were allowed to police their own workers, but his knights had oversight
rights, in addition to watching the Giantdowns border.
That`s whose shoes Fhiele has to fill.

For completely other reasons I would be interested to hear more about
the connection between that Paladin and the sidhelien - how would the
strictly lawful good Paladin be able to stand the presence of someone of
a completely different alignment for a prolonged time and even marriage?
How did the church react that he married not only someone not believing
in Haelyn or some heretic but a godless elf?

With the Sidhelien general chaotic behaviour and in addition to that Fhiele's own Chaotic alignment, my guess is that the old Baron of Dhoesone wasn't a Paladin. He was more likely a Fighter with a smooth tongue and a sharp sword or perhaps even a Wizard, considering the many Dhoesone wizards. Actually a Wizard would make sense as Wizards and Elves generally are good friends (at least from what I've seen).

Again, it was years ago that I wrote it. I would point out that I
posited this paladin as the head of HBT, so he`s the boss, as far as the church`s
attitude. As for alignment difficulties, I kind of glossed over that, as a) it
was a political marriage, not necessarily a love match, and b) as a
sidhe-human marriage, it was not expected to last forever. Introducing the
"heretic/godless" angle is terminology I had not considered at the time. I guess my idea
of a paladin is a bit more flexible than yours, or I considered it a sacrifice
to political necessity. YMMV.
Thinking more on it, I think "paladin" crossed my mind, because I
suspected a high Cha would have been necessary to win the favors of an elf. I like
paladins (haven`t played one in 3e/3.5 yet), so the idea stuck.
As this was about the time of the Gorgon`s last invasion of Tuarhievel,
IIRC, it did show a firm alliance between the two lands in the face of danger,
supposedly a balm to the fears of the peoples. The elves knew it would be a
solid alliance (at least as long as the husband and/or children lived); the
humans hoped it would last a long time, as well. I think I may have instituted
treaty conditions on both sides that would have satisfied many parties. Since
then, I suspect the guilds (esp. Stonecrown Coster) may have pushed their
advantages more than originally held.
Cariele may have been part of this now-historical alliance, when was the
previous family overthrown? Could that have been tied to the assassination of
Ibelcoris?
I think I came up with this about the same time as a very-long-term
strategy that I proposed for Tuarhievel to try to put friendly half-elves on or
near neighboring thrones. The result would be Fhiele Dhoesone, the PC druid
regent in my Giantdowns game; and perhaps others, like Torele Anviras in Talinie.
If someone wants to make the deceased Baron a Wizard instead, I would
note that Wizards don`t tend to be province rulers in Anuire, but a
smooth-talking fighter (or ex-Paladin who sacrificed his vocation to political necessity?)
could work just as well.
