    Levesl of Magic in Campaigns?

    In our campaign we once captured a couple of bandits. The party went
    through the whole "what to do with the prisoners" thing for a while.
    Finally, the wizard used cantrips (our DM uses a cantrip proficiency
    that was outlined in some issue of Dragon magazine, I forget which) to
    make glowing smoke and little balls of light dance around the prisoners
    and gave them a weak electrical jolt (about what you'd get by shuffling
    your feet across a carpet and touching metal) to convince them that he
    had cursed them: if they didn't immediately go to the nearest town and
    turn themselves in, they would sicken and die of a horrible disease. It
    worked quite well and has become a standard procedure for use on
    unsophisticated prisoners.

    I think that superstition can play a good part in it. Most non spell casters
    really have no idea about how magic actually works. Sure, they may have heard of
    mebhaigl but, I don't think they truly understand it. Thus magic is something to be
    feared because you don't know what it is actually capable of.
    Also, never ever let a PC learn another spellcaster's level. When that happens
    all of the mystery is gone. If they are left in the dark then what is to tell them
    that a wizard is 2nd level or 11th level? A clever apprentice could almost certainly
    take advantage of a superstitious crowd with clever uses of a cantrip.

    Another take on this is that the general reason why mages aren't feared
    in other campaigns is that for every mage on the offense, there's one
    defending as well...if you have mages to counter the enemy's mages, it
    isn't all that bad. However, with realm spells like Mass Destruction,
    and even basic battle spells as noted, a wizard could wreak havoc
    unchecked for some time against a nation without the resources to have a
    court wizard or a friendly resident one.

    I don't think it should be more powerful. I do think it should be more
    special and unique. With low density in wizards on the surface of
    Cerilia, they probably don't get to communicate much with eachother, so
    there's bound to be several different in which people invent the wheel, if
    you know what I mean...

    IMHO, mages in Cerilia are feared, because well, people just fear what
    they don't know, isn't it? And considering the low number of wizards
    walkin around, getting to know a mage might be a rare event indeed...
    Anyways, just one 5th-level fireball and you'll have those ignorant,
    overblown, Elite Marine Shock Troops running...
