[WotC salesman voice]: The Book of Priestcraft easily answers all these questions so
visit your local game store today.

But to answer your questions: Yes, a priest of Haelyn can be Lawful Evil and there are
probably examples of such in published materials (where? don't ask me). IMO, there
are just so few people on Cerilia (compared to Forgotten Realms) that the gods there
are willing to accept more diverse followers. For Haelyn, the base alignment is LG.
That goes to NG and LN and then to CG and LE. In Forgotten Realms (or any place with
a lot higher population), Haelyn would probably only accept LG, NG, and LN priests.

ALL Paladins [to one particular god] can be one alignment only. In the case of
paladins of Haelyn, Nesire, and Avani, they must be Lawful Good. Paladins of
    Cuiraicen must be Chaotic Good.

    Okay here it goes again:
seeing the Entry for the God Haelyn, it says that any Lawful or Good PC can become
a priest, can there be Lawful Evil ones? if so then how would you deal with
paladins of Haelyn, they are still subject to the LG rule?

Haelyn wants Law and Goodness, his champions must have both. His followers
    must realize at least one.

People already told you that Haelyn indeed excepts priests of lawful
evil alignment, they have not talked yet about your second question.
Paladins are indeed subjected to the awful good rule. That does give a
great potential for inter religious strife. Though in my case it was
between a paladin of Avani and the lawful evil ruler of the temple. As a
campaign reason for this, the fact that there are few worshippers might
be right. Personally I think it has got to do more with the gods having
sworn to stay aloof from mortal affairs after the Battle of Deismaar.
