It's on page 48, under Resolving Actions. It should have been in the
description for the rule action as it has been very confusing,
especially for people like me who read the rule a bit at a time.

Nevermind, I found it. Apparently it was accidentally left out of the Rule
action description. I like the idea of adding the target province level as
modifier to the success roll for ruling provinces, do you think they meant
the same for holdings, too? That the new target holding level should be

I believe it is discussed in the section immediately preceeding the
description of all the domain actions (page jsut opposinte the big chart
of actions)..haven't got my RB here, but I know its there somewhere..

See Page 48 second column under "Resolving Actions". Second Paragraph.
"Success number can be modified in two ways. First, the action may require
the province or holding rating to be used as a modifier to the roll. For
example, repeatedly raising a province's level becomes increasingly
difficult, so the success number for a rule action (a 10) is raised by the
province's rating. Thus, a regent trying to rule a province (5) to a rating
of (6) must succeed a roll vs. 16, not 10."

Yes, this rule applies to all "rule" actions, with holdings or with
provinces.
As a general rule, if the "Success:" part of the action description has a
"number plus" next to it, modifiers apply to the action in some way, shape
or form.

Yes, I do. Both are "Rule" actions. So the target level of the holding
would be a positive modifier to the success number. Although with holdings,
if the holding regent had the support of the landed regent in which the
holding is located, the province level is a negative (bonus) to the success
number, reducing it by the level of the province.

I too definitely agree with this interpretation, and cannot really
see how it could be seen otherwise. Also "Birthright- The Gorgan's Alliance"
computer game uses this interpretation, which may not be gospel, but I feel
that in many aspects it is pretty close to being so as TSR certainly had
input.
