Hmm - my thoughts run more to having each lieutenant a PC hires (or seeks to
hire) have a chance of being one of the above unfortunate types... a
discerning regent will interview applicants to find the one best suited to
the job (or, find that none are suited to the job...).

lieutenants
Hi,
Just a short question about lieutenants. It is stated in the rulebook
that lieutenants can only undertake one domain action every season. Are
the writers meaning domain action or domain actions & character actions?
I guess a lieutenant can undertake 3 character actions every season, if
they don't do any domain action. Am I right? So a wizard-lieutenant
could spend 1 actions researching, 1 action training, and 1 action
adventuring every season or..?

That would make sense, especially for a PC lieutenant. However, as for
NPCs, it sometimes gives the regent player a bit more edge to have his
lieutenant running things for him outside of the one action per DT. My
ruling is that for NPCs they are off doing personal stuff for the other
two months per season and are only available to serve the regent for one
month...I give some leeway on this if the lieutenant is closely attached
to the regent (married, say, or a member of the regent's family,
possibly). For PCs, I try to make them play that one action as an
adventure, if possible, or just have it be null time, and then they are
left to their own devices for the rest. Any other takes on the
situation?

Well, the way I play it, a regent can have one of his lieutenants do a
domain action for him each domain turn, while he can use any of his other
lieutenants for one character action or to respond to one random even each
(they do need some time to themselves, too)...
