I believe the books say (the Atlas I think) there are maybe a half dozen
left. Why? If memory serves, the material gives wars between dragons as the
main scourge that dragonkind has faced.

Additionally, a good number apparently died at Deismaar. Maybe someone can
quote a particular reference on that one, too.

Not to worry, though, if you like dragons you might pull something like I
did. The PCs went on a special quest to the Dragon Isles and recovered 3
enchanted dragon eggs of indeterminable age. They hatched and are growing at
a remarkable/alarming rate. The legend I placed around them is that they
were to be the final act of revenge by ancient dragon ancestors upon the
    "youth" who went to Cerilia.

My overall goal is that it will trigger the awakening of a few more dragons
who may arrive in Cerilia -- depending on what the party eventually does with
    the new hatchlings.

It is also suggested that there was a war between dragons and giants,
this is given as one of the main reasons why both races have lost
against the elves. I think this was stated in the article on the dragon
in Yeninskiy in the Dragon. But I am not sure.

I have placed a dragon in the Rainserpent Mountains. It is still
sleeping in those 0/9 woods in Khourane (the one that people have tried
to settle, but never succeeded in). Somewhere in the future either
el-Sirad or the Magian will rob the dragon and blame the Emira of
Khourane (a PC), which will generate some nice adventures.

Its also a significant part of the "King of the Giantdowns" adventure.

Personally, I think it is in part because they decimated their numbers
fighting the giants, and in part because they beat each other up with
mating struggles and territorial defense (I believe that Tarazin the Grey
article make some reference to this later aspect). I think the article
also mentions that dragons just don't seem to feel like reproducing very
much any more. Thus, most surviving dragons should be in one of the
    "ancient" catagories.

    > 2. Why are there so few dragons from a thematic standpoint?

To preserve the draconian mystique. Dragons should be rare, extremely
powerful, and a terrible risk for PC's to go up against. PC's should FEAR
dragons, and that can't happen when a new dragon crops up every month, and
seventh level characters say "ho-hum, another dragon hoard." I fully agree
that dragons should be a REALM level event, not a character level event. A
dragon should decimate province levels when it wakes, ravenous from a long
sleep. It should be capable of destroying or routing whole army units on
the field of battle. It should be capable of instilling fear into the
heart of AWNSEGHLEIN, even the Gorgon and the Raven and the Serpent.
