Does Birthright even need a RPG system to support it? I believe it can stand
on its own (at least if you don't do the Adventure action). Level is used to
determine initiative but can be easily omitted (bloodline can be used in
that role as well). About the only thing which is required would be
character class to determine regency collected from holdings, but class is
not tied to a particular system and you can easily have generic classes
without a RPG system in the background.

Yes that's rather the point...since I don't tend to play the wargame aspect
of it....I use it as a setting for an RPG which it was...therefore it needs
a set of rules...I myself am torn between using another set of rules (Gurps,
Hero) or writing my own.

I might suggest you take a good look at my home page. It is a complete
implementation of Birthright into Fuzion (designed by R. Talsorian and
HeroGames as the next generation roleplaying game).
Pluses: All you need is available to you free, right off my web site. It
includes everything, and I mean EVERYTHING you need.
It is a logical skill based system, and I have found that it integrates
perfectly well with Birthright.
I have:
*Character creation rules.
(And!! a module for character creation using the commercial program
Creation Workshop from HeroGames, which includes a random character
generator. Can you see me patting myself on the back?)
*Skills lists
*Equipment lists
*New, _good_ mass combat rules.
*Military unit conversions for above
*Spell lists
*Realm spell conversions
*A large bestiary
*Alchemy rules
*Link to a decent magic system, which I'm currently using
*Link to the Fuzion Core Rules from HeroGames (This is FREE! folks!)
You just gotta see it to take it all in. It's so big, I had to eliminate all
fancy graphics to fit it. If you were to print out all the books and plugins
it would occupy a few hundred pages.
But, since Fuzion is modular, you only grab what you want to use and only
worry about the other stuff when/if you want to use it. Just print out the
stuff you want.
Birthright is the best setting out there today. It deserves a better rp
system.
