I actually do not think RPs should principally come from respect or similar
sentiments, for anyone except perhaps in the case of temple holdings. But I am
trying to make my other point (that a source does not need to be in a province
with people) while using your definition, so we can go on assuming that.

Correct. The wizard can use the ley line to use this power elsewhere, regardless
of whether there are people in the province with a source; certainly this would
garner the respect, mystique and "worship" sentiments that are the source (or at
least a component) of RP.

I think this confusion is my fault, since I admit I tried to make two points:
a) That respect is not a prerequisite for RP and
b) That you can build a source holding in a non-province. Even if respect were a
prerequisite for RP, the area the source is in does not require population for the
wizard to garner such respect. The ley line argument expressed above explains that
such power can be used elsewhere to gather the respect required by your definition
of Regency.

As a reminder, a 0 level provience still has people. And my arguement is in no
way based on volume. the level 9 source would instill a who lot of respect
from the people, generating the RP.

Would it really matter if there where people, most people can't detect
sources so unless a wizard walks around annoncing that he found a source
and what level it is the general population wouldn't know about it. The
only thing they would know is if he cast some impressive spell over
there heads.

Yes, but a non-province (which is what the original question was about) presumably
does not. Your objection was, if I recall correctly, that no people, no volume, no
respect. I am pointing out that the source need not be in the immediate vincinity
of the people "impressed" by the source.
