    Loyalty Rules

    I've been reading a bit on the loyalty rules and I realised I don't get
    what they wanted ?
    When it said you by having 50% of law (through actual law or soldiers at
    wartime) you can ignore 1 level of loyalty, does that mean the loyalty
    level stays where it is or that it drops but you don't have to face the
    effects ? ANother thing, if you have 100% you can ignore 2 levels, does
    that mean if you collected severe taxes and someone agitates you still
    don't actually faces any loyalty change (severe -1, agitate -1 100%law
    +2 =0) ? Because if it is like this then agitate is a lot less powerful
    towards the powerful landed regents...
    Somewhere in the rules it says that the first turn you occopy a province
    it immediately drops to poor and then you add the normal -1 too ?
    Because then you get an immediate rebellion when you try to occupy
    someones province! So how to handle loyalty during or not an occupation
    ???

    I, personally, go with the interpretation that "ignore" means that the
    Landed Regent doesn't have to do anything about the effects of the loyalty
    loss. The loyalty loss still occurs, however, the direct effect of the
    loyalty loss does not occur, i.e. rebellion, rp loss, etc....

    No, the loyalty loss still occurs, however, there are no immediate
    repercussions... see my statment above. Actually, this only happens when
    the landed regent holds 100% of the law of a land. This should be rare,
    however, coming from PBEMs, it happens more often than it should, I believe
    this is due to the DMs and players not actually doing anything politically,
    instead always resorting to warfare.

    This depends on the number of units you have occupying the province. If you
    have a number of units equal to the province level, the loyalty of the
    province still drops to poor (immediately) and then takes the -1 drop from
    there at the end of the action round. Since the loyalty would now be
    rebellious, levies should rise up against you. However, having the full
    occupation forces, allows the occupying regent to prevent the rebellion from
    ever happening. It would take a total end of action round modifier to
    loyalty of -3 to have the rebellion rise up against occupying troops.

    Note that in amendment to my earlier comments about occupation, a foreign
    regent occupying a province can do so without a declaration of war for as
    long as he wants, until he invests the province. Since the current ruler
    already owns the lands (has the regency of the province), this luxury is not
    available to him. He has to do a declaration of war each action round that
    he wants to occupy his own provinces. Rulership sucks, eh?
