1) Why should they be any different, the action is the same, only the name on the title deed is different.
2) I did not find any difference. The rules on occupying your own province are in a small sidebar, and merely state that you may declare war on yourself and occupy your own provinces to hammer the enemy down. I'll check it again when I get home, but I did not see any difference.
