    Here is six suggestion from where the spells may come from, a
    combination of some of them aren't impossible.

    1. I would opt that cults/religiouns grown arounda powerful blooded
    person would have spell casting priests, but it's upto you to decide
    whats "powerful", a suggestion would be 100bp.

    2. Another spell source could be an Avatar of a none Cerilian god.

    3. A Cerilian god grants spells while the priesthood thinks they get the
    spells from their "god".

    4. A minor god from another part of the world has agents in Cerilia to
    whom he grants spells.

    5. A Mage (either a unknown Cerilian or one from another world) has
    designed special "holy symbols" which allows the Mage to read the mind
    of the user and "grant" spells (the mage has to memorisize this one
    first and then looses that spell slot untill the "priest" has cast it)
    to the wearers of thise holy symbols. This only works well for small and
    week (when it comes to spells) cult.

    6. All the priests are really mages/magicians/bards which pretends to be
    priests.

    No, there are only specialty priests in Cerilia (applays only for native
    preists, not plane wanderers).
