Simple solution, tell the player's not to make adventure actions unless they're
all going to do it. There is nothing worse than one character going on an
adventure and all the others sitting at home ruling their domains.

Otherwise I guess your only choice is to let the other regents play henchmen, or
    sit out entirely.

The first thing you can do about your problem is to give the player
domains in the same country, so that they have the same interests. This
way it is not difficult to come with adventures that all players are
interested in. Through the actions of the PC's this is not always
possible, in my campaign for instance the group split and one half
became interested in one country, while the other half landed in an
other. Due to backgrounds I still make a common adventure now and then,
but I let all players make a second non-blooded PC who joined one of the
other groups as lieutenants of the other characters. So in reality have
two campaigns runing at the same time with the same players. I have had
no complaints on it, since they actualy like the variety. One session
they play a fighter and the next a true wizard king. As for the domain
actions, I do those mostly by E-mail as to keep the friday evenings open
    for adventures.

No problem! For me I just play them on different nights (whenever I
don't have them adventuring all together - trust me, find ways and make
excuses to get all them together, otherwise its WAYYYY too much work for
a DM to do. Believe me, I've tried!)

They each specifically controle a few provinces each. I have 2 fighters
1 cleric and 1 mage. Each holding some provinces and holdings according
to their class.. That way they are forced to cooperate at adventures and
otherwise (especially since they got invaded from all sides in the
beginning of the campaign...) At least for now this works fine, but I've
only played like 3-4 sessions with this group...

I handle domain actions outside of game time (almost entirely by e-mail), so
all I ask is that regents coordinate their free time with others. If that
is impossible, I hand them a recuring NPC to run.
