    My only concern with this table is that a level 1 court has no benefit at all, over a level 0 court, so why would any regent bother to have a level 1 court.

    If you include a note somewhere in the description saying that a court is need to conduct diplomacy, then that gives a level 1 court some value.

    The benefit of a level 1 court is that the Court can perform standard domain actions for the regent. Without a court, the regent or his lieutenant must personally oversee every domain action.
