Non Human Provinces
I have had an idea concerning the maximum population
sizes of elven and dwarven provinces. The chart on pg
96 of the rulebook seems tailored to humans and I think
that there might be a better approach.
However I do not have the Tuarhviel or Baruk-Azhik
Players Secrets and before I open my mouth and insert my
foot (again) it makes sense to ask those of you who have
these fine items.
So the question is; is there any pronouncement, other
than the chart in the rulebook concerning the maximum
population size of a province based on race ?

None in either. But, to suggest that an elf or dwarf regent can increase
province levels as quickly as a human is rather far fetched. Even though elves
are immortal and breed slower, they don't die naturally, so where growth is
affected by death in most races, elves do not have this balancing aspect, so
they probably grow a little slower than dwarves. IMC I only allow one increase
in province level attempt per year in elven lands, unless the player states
that they are openly welcoming humans. For my own records, I like to keep
track of what portion of a province is human. As soon as humans reach 1/3 elf
populations, then the province loses it's protected source potential for having
elves.
Dwarves, IMC, are only allowed 2 attempts per year inside their domains. Same
strictures.
Elven regents lose 1 level of loyalty in every neighboring province whenever a
province level increases due to human influx. The mere attempt to do so costs
a 1 level loss in province loyalty inside the given province. Dwarves face the
same situation, merely because they are proud isolationists. They will usually
warn humans coming into the mountains to stay away, or set up for mining only,
but any Dwarven regent, IMC, that permits open human settling on his land and
in his underground cities will likely be facing the anger of his Thanes
(dwarven equiv. to nobles).

I would allow other ways to increase the population somewhat fast,
1. Gate in elves from other worlds. This prolly would requer a high level
mage regent and that the Cerilian elves are in majority or they will loose
th elven-benefit for the following 50 years (thats the time an elf needs to
adjust to a new world).
2. Atrackt elves from other realms within Cerilia.
3. See to that male elves and half-elven females reproduce as fast as
possible (gives more twin births and the mother carries the children
somewhat shorter time). The biggest drawback is that there aren't that many
half-elves.
4. Let other feri-people move in, which wouldn't effect the
elven-benefits.
As you all see, you don't need humans ;)
