    Elves and half-elves

    According to the rulebook, half-elves are regarded as fully part of Sidhelien
    culture. However, under the armies section, only elves can normally raise
    elven units. OK--humans, dwarves, and halfings can't. Can half-elves, as
    "fully part of Sidhelien culture", raise and equip elven units if elves live
    in their lands?

    I'd assume so. I think they say only elves can raise elven units to prevent
    humans, dwarves and halflings from raising them. I don't think it prevents
    half-elves.

    As half-elves (at least those who are part of the elven culture) are
    regarded as Sidhelien, then they have the same advantiges/disadvantiges as
    the elves and kan therefore raise elven units (and half-elven units if there
    happens to be enough half-elves in the area).

    Those half-elves who has choosen to lives as humans should be counted as
    humans in this matter.
