IMHO the most important aspect is that the game is centered on the
PCs. Everything they do has consequences, and with great power comes
great responsibility. There are numerous new possibilities to make
the regent PCs lives miserable. And there is no Elminster running
around telling the PCs to go save the world since he has "more
important busines" (this actually happened in a FR campaign) and then
fixing up things after the PCs messed them up. The fact that most
NPCs are low level also tends to encourage players. At 7th level you
are someone to be reconned with, unlike other campaign worlds.
