    Classic Thieves guilds????

    How do you represent a classic D&D theives guild in Birthright?

    I use the "covert holding" rules I found at a web site, and say the
    guild can't be taxed by law holdings or contested until it's discovered
    by a successful espionage action.

    comments or better ideas????

    That's sounds pretty good. Since Theives can use Espionage actions as free
    actions, they can keep their guilds hidden very well, and for a long time.

    I'm not sure, however, if a Covert/Traditional Thieve's Guild can own trade
    Routes. Unless they owned them through "front" businesses.

    Guilds by defining their structure within the Imperial City.
