    ports

    A port city can be any city that has seaward access and exists within a
    province (4) or greater. In my mind all that would be needed to turn such
    a village or town into a port would be the construction of docks and a
    sheltered harbor. This is, of course, a much bigger undertaking that
    building a wooden town hall mind you. The docks must be big enough and
    strong enough to handle Anuirean galleons, some of the largest boats
    afloat.

    I would say that you could use the rules for creating a castle, perhaps,
    and call the level of the port equal to the level of the province, thus
    indicating the gold bar expenditures. (Check Fortify in the rulebook).

    All this assumes you are building the port to begin with. If you are
    building a realm scratchbuilt, I see no reason why any city in such a
    position would NOT be a port.

    Well, I don't think you have to worry about port cities, but port provinces,
    since it is really the whole province that is being dealt with as far as trade
    is concerned right? Are there any river/coastal cities that aren't already
    considered port cities? I mean, if the city is on the river or the coast,
    somebody is going to build a dock. Most cities on coasts/rivers would
    naturally be ports as that is why they are located there in the first place.

    What would be necessary to creat a port city (river or sea)?

    Is there a rule to cover it?

    Or do you believe what places are shown are the only places there
    can ever be ports?

    I believe, though I can't cite a reference, that any province, on a body
    of water, with a rating of 4 or higher is considered to have a port. Maybe
    in the rules on ...
    Yep, the trade route domain action, says a coastal province with >=4 has
    a port.
