    TAXES - comment

    Doesn't it sound funny that gold mysteriously appears in chest of some =
    guy, although another guy has all bureaucracy needed for taking money ? =
    Someone must take this gold personally - it seems that good spirits take =
    all money from loyal subjects and teleport it to his treasury :)
    Beside this - when one regent wars with other and he is occupying =
    province with his troops, there's no money - I do not remember that =
    "invested" regent must be contested (as regent) or not, but it seems =
    that military presence can block transfer of cash...
    Note : some of taxes are not cash, but other goods - these are much less =
    portable than gold. Imagine loyal peasant who tries smuggle cart or two =
    of meat for his TRUE king past garrisons or custom officers...

    Umm...not sure what you mean that some other guy has the means to get
    it..last I checked Law holdings were concenred with Law enforcement in a
    province..not tax collection...sure if you held the law holdings I suppose
    you could then go hire bandits to mug to collectors while your boys looked
    the other way, but the actual collection of taxes has nothing to do with
    who holds the Law holdings in the province
