To answer the original questions,
Yes, I've run two groups in the one campaign world, that was moved =
over to the BR system when one of the groups elevated to such a level =
that their actions logically effected more than just the province they =
resided in and became (very) minor regents. I kept the two groups apart =
by running them fortnightly - alternate weeks, and fudging the facts so =
that the groups never met except on one occasion where I ran them all =
together.
Despite the possibilities for the lower leveled adventurers, they =
preferred the collection of magic items and stuff to enhance their =
ability to kill rather than role play. Became bored with this group and =
while I became very tempted to kill them all off in a 'Blake 7' style =
finale, I just finished them up and let them wander off to other groups.

Running a group that has regents as well as non regents that mostly =
just want to adventure has the problem (amongst others) of split =
loyalties for the regents - they need time to do domain actions, and =
they also want to adventure with their friends - and for the non regents =
- - mostly boredom while they sit around waiting for the regent to be =
available for adventuring. I've run a group like this for quite a while =
now, reasonably successfully and it's only now winding up due to players =
moving interstate.
My new solution given for the group I have starting up next month is =
that those wishing to play regents play actions by phone / e-mail (as =
suggested by the player moving North), and only do adventures by proxy - =
i.e. just like the regents in non BR games, they put and ad. out for a =
group of adventurers to 'undertake a critical mission for king and =
country'. Remember when most adventures started out this way?
There is no reason for the adventuring party to actually meet a regent =
directly, the regent has flunkeys and lieutenants for that sort of =
stuff. In fact, the adventurers won't know which regents are players =
and the regent doesn't know if the party answering his ad. are players =
or NPC's. As to the problem of timing, time is according to the =
adventuring group, and I just call / e-mail the regents to let them know =
that it is now X-date, next action due.

Back on topic. Most BR material assumes a much lower PC and magic level =
than
Phil's campaign. Some work for Phil, but he just has to "up the ante"- =
adding
levels or magic items to the vile villains where appropriate.

Now, what if we started increasing the power level of the campaign =
setting to
fit 18th level characters with Holy Avengers instead of 8th level =
characters
with +1 swords? The 7-9th level DM has to start giving away the goods =
so the
PCs have a chance to survive. Now, loaded with swag, the PCs need to =
face high
level monsters to be seriously challenged (entertained). This in turn =
produces
another bumper crop of EXP and magic items. So, the cycle =
continues...add a
geeky bloodpower here... throw in a wicky magic item there =
until....Guess what.
Instead of playing in a game rich with political intrigue you end up in =
a=20
generic D&D world: grubbing for EXP and gathering a magic item =
collection.=20
*yawn* I left this type of game, and thus D&D, behind many years ago. =
BR=20
brought me back.

Phil's Cerilia-shaking epic was only possible because character levels =
are=20
lower and magic even rarer in Birthright. In the Forgotten (rightly =
so!)tm
Realms, his characters would be bartenders.

No doubt about it Randax, the 'monty haul' style of campaign kills =
role-playing and does not suit the BR campaign. But there are options =
to adding in bigger and better magic items - just bump up the level or =
stats of the enemy. When I converted my campaign over to BR, the (main) =
party was 9-12th level and one upon reading the stats off one of the =
card sheets said that the party could take some of the anshweigh, until =
I let her know that level / hit dice of any opponents were doubled =
before I made modifications to a module to make it a worthwhile =
