I usually do, mainly as a way for NPC regents to advance (and PC
lieutenants). Experience should be based on their class though, so a
wizard wouldn't get a lot for conduction espionage, but would for realms
spells. I made up a chart a while back that can be found on my page

In my opinion you should only award experience in this manner if the
player roleplays the action instead of just rolling the dice. If so then
perhaps you should base any awards on the individual awards in the DMG or on
the table for npc experience in domain actions (found on the netbook i believe).

I agree completly. If the evening of the game is spent roleplaying domain
actions, awarding experience is appropriate. If the player's are just rolling
dice, no EXP should be awarded. Defeating your enemies politically through a
contest action doesn't make you better able to swing a sword. If a player is
good, or successful a number of times, I might award an increase in the
appropriate NWP. Being a great ruler doesn't make you a great hackmaster (or
spell-lobber, or sneak) and vis versa.
