The PH talks about elvish blood in the half elven section. To quote:
"The relationship between elf, human, and half-elf is defined as follows:
1) Anyone with both elven and human ancestors is either a human or a
half-elf (elves have only elven ancestors) 2) If there are more human
ancestors than elven, the person is human, if there are equal numbers or
more elves, the person is half-elven."
BTW - that means that if Fhillaraene's brat gets born in Taurhievel and the
line remains strictly hereditary, there will never be another full blooded
elvish ruler.

I understand why the designers would do this. It makes much more sense than
having to deal with Fraction Elves running around all over the place. Who
wants to make up a new description for 1/4 Elves or 3/8th Elves?
Well, I do.... I have to admit I want to do this for very non-BR related
reasons, but since A) the folks on this board have such good ideas, and B) it
is partially related to the list, I wondered if anyone had any ideas.
Thanks!
Gary
P.S. Right now I'm thinking of basing such racial characteristics in the
following categories:
Elven Ancestry: for anyone with the preverbial "drop of elven blood." That is,
someone whose elven ancestor was more than a grandparent ago, so 1/8 or less.
1/8--7/8 Elves: These would all be called "Half-elves" but for purposes of
racial characteristics would have slightly different, but regular abilities.
Human Ancestry: for an elf with a human ancestor as noted above.
Those in the first and last categories would probably only have something like
what is suggested in the S&P book for a human with elven ancestry, but I
haven't decided yet.

A Character whith one elven and one human parent is a half elf. If a half
reproduces with a human, the offspring are also human (no abilities or
powers). If that same half instead had children with an elf, the resulting
children would all be half-elves, with the same powers and abilities as the
half-elven parent (I think thats in the PHB,. but I cant imagine which
section...maybe its NOT in the PHB at all, though...)

Somewhere I remember reading a rule that I have always followed..mating a
half elf with a human produces (essentially) a human, with only a small
resembelence to their elven ancestors, and none of the bonuses/penalties
for being elven. Half-elf + elf= essentiall full blooded elf with respect
to their modifications, although they may not e truly accepted by elven
society, depend on that particular socities views. Half-elf+ half-elf=
half elf..not sure where I read this, but its what I've always used..

I was just making a joking aside... but all true.
Just out of curiosity, why do you consider this an act of stupidity? It
seems to me that this was the act of a ruler motivated by desperation.
Also it was intended to give the players a reason to have a low level
regent there in the first place, and to give them an interesting time at
ruling the domain...
IMC I kind of went with this. I haven't yet decided whether Fhillaraene
really divested himself or if he has found some way to trick the Gorgon
into believing that he has done so... a more powerful version of mask
bloodline?

The reason why it is stupid is because putting a human in charge of the elven
kingdom--all ready having trouble with rogue Ghaellie Sidhe attacks on human
travellers, is the most divisive, and de-stabilizing thing he could have done.
This weakens the elven nation as a whole and, IMO would make it MORE
vulnerable to Gorgon attacks, not less.

Don't get me wrong--I really like the Player's Secrets of Tuarhievel, I just
did not agree with the idea he would invest the kingdom and his power into a
human. It's like our President turning himself over to Russia because they
threatened to attack, and leaving the country in the hands of an Egyptian
citizen (who knows nothing about ruling America).
Where's the sense? Dumbness, as far as I could see.

p.s. I have nothing against Egyptians or Egypt, I was simply using them as an
example. I could have used any non-American nation.
