Contesting provinces
I have a question. The rules say that a province can be contested peacefully
if its loyalty is poor or rebellious. Now suppose that someone contests a
province, then the ruler agitates there so that the loyalty is improved to
average or high before the contesting regent can invest it. Does the
province stay contested? Can it still be invested?
