And I thought I was deleting the last of this thread last month!.....
IMHO just run the numbers as suits the campaign that is running. If =
the party wishes to use the fact that they are the only capable mages in =
the country, things magical should be lacking to suit - "what do you =
mean I cannot buy any paper of quality good enough to use in a spell =
book?", or "I'm sorry your majesty, I can't help you out with higher =
level spells because the only mages of high enough level to teach me are =
Elves, and you have declared war against them!".
Perhaps you have the opposite problem - too many. They will all be =
fighting over sources (I can't see some college springing up where they =
all share in a provinces sources, and even teach possible - no, probable =
successors how to steal / contest sources from other mages. While they =
are fighting / teaching, fighter, thief and priest regents will be =
bumping up the province levels to boost their own power, thus depleting =
the available possible sources. No source =3D no realm magic (hmm...., =
I might expand on that later).
If you need to run on stats, a number of good solutions have been =
presented - pick one, be consistent. If you want to keep the mages =
(true or otherwise) down in numbers, remember you are the DM - he whom =
tells the Gods what to do and how to do it. Stats? Here is what I use; =
all blooded have a character class, use the NPC percentage break-up in =
the DMG for classes but as Birthright is low on the fantasy (at least on =
the magic side and fair enough, given the power made available by the =
land itself), alter the percentage of mages to suit the races of =
Birthright. I don't have the DMG with me at the moment, so bear with =
me. I'm presuming the standard from DMG is 15%, please adjust these =
numbers if I'm wrong (and this percentage is to cover all the different =
types of mages, you can break that number up as you see fit).
Khinasi, leave at the normal 15%, Brecht 8%, you don't think all those =
deals are on the level do you :-), Anuirean 7%, Rjuric 2%, Vos 1% and =

I must admit, when this 'discussion' first hit the list after I'd =
started lurking, I wondered if the problem would arise in the campaign I =
was running and decided to do a bit of mythology research and see what I =
could do. In many ancient [Earth] cultures there is an earth god and a =
sky goddess, gender is switched between the two from culture to culture, =
but the basics remain the same. Until the cultures start evolving / =
meets another culture, it seems that these two entities are not =
worshipped as gods, but rather as powers that are there and are =
respected and are used as explanations for anything that the elders =
cannot otherwise explain.
The world of Cerellia seems to fit this rather well. Frequently I =
have seen reference to 'the land' as an entity unto itself, the source =
of Mebhaighl, able to deny the investiture of a new regent, and just =
give it to someone else that 'it' considers worthy. No stats, no =
church, seemingly no particular agenda of it's own and all the power in =
the world in it's control.
Here we can start making some assumptions. Per some modern [Earth] =
new age religions, Human are introduced, and not part of the natural =
world. In Cerelia, I would extend this to all other races bar Elves & =
Dwarves. The explanation of Dwarves in one of the sourcebooks makes =
them seem about as much a natural part of the earth as the rock that =
they eat! Elves I feel are of similar nature, not so much as in =
Runequest (?) where they are ambulatory plant matter, but a living =
expression of the Mebhaighl. I use this as the Elves only possible =
religious calling - the land itself (even Eric is too far removed from =
the land for them).
Some of this explanation has been suggested to the group I am running, =
but so far they believe it to be just rumor - but it is part of my =
background plot device. As the forests are cut down and the land is =
used up by the Humans, Elves fall sick and die in response, ley lines =
fail, eventually perhaps, all magic dies. I'm presuming my power hungry =
gamers will expand a little, realize the damage caused (lead PC is a =
mage), and suddenly it is their best interests to focus all their =
energies into helping the Elves reclaim lost land.
Failing that the excellent 'Goblin War Host' idea from this same list =
(great stuff, Mark / VikusX!), can also work for an Elf War Host - push =
a proud race to the wall, and they will retaliate eventually.
'Why haven't they done this before?' is another related thread. My =
explanation is that while they don't like Humans and have fought them =
before, destroying a form of life is fairly alien to them, so =
exterminating the Humans was not their desired solution to the problem - =
with the exception of those few that realized the danger that the Humans =
posed and for the sake of the survival of their race formed the Gallie =
Sidhe (sp.?).... OK, it's a little weak, I'm still working on that one. =
:-)
