No, they are paid for through normal domain maintenece. There is no
    extra cost.

IMHO-someone with a lot of LTs should have to pay a little more

I don't know if this is an "official" rule or not, but I've always played
that a regent can have no more lieutennants than he have have "henchmen"
    due to his CHA score.

There's stuff in the Rulebook on this. A regent gets a bonus to the number of
henchmen he can have based upon his bloodline strength. Check under the
    Lieutenant action.

I think the question was "do you have to pay".

No, you don't have to pay for them as a part of normal domain maintenance.
However, you DO have to entice them to work for you, rather than for your
rivals, and so as part of a role-played agreement with the DM whereby the
two of you negotiate a deal, that might involve some payment on a monthly
or yearly basis. For example, to gain a renouned Magician as a
lieutennant, a regent might have to agree to pay him 1 GB a year (those
divination material components can get pretty costly).

Now int the computer game BIRTHRIGHT, They say you only pay GB=level of
lieutenant... That is the rule I use in my campaign... and I also understand
you wont let them starve while serving you so you wouldnt have to continually
    pay upkeep on them

Yup this is "official". You get the number listed under the # henchmen for
CHA plus one more for minor bloodstrength, plus one more for major, plus one
more for great. If memory serves.
