This is true. But how does that affect a castle? Just set the units up
that are housed in a castle and let the two armies attack each other?
That's what I meant. Or do the artillerists alone get to sit there and
bombard each unit in the castle until they are wiped out?

You are able to attack with your entire army if you have the artillerists.
The idea is that these are military engineers who can build towers, rams, etc.
as well as trebuchet, catapults, etc.

I figured out what the rules are.

Artilerists allow a commander to attack enemies inside fortifactions and
effectively neutralize it without having to place eighty million units
    in a province.

It also takes out the castle's defenders permenently (a benefit over
leaving them alive in a nutralized castle and having to starve them
    out.)

Siege will kill all the castle occupents from starvation. A larger
castle is harder to besige because it is bigger and can hold more food
    and, somethimes, be self sufficeient.

From my understanding, Artilerists do not attack the actual structure
but the people inside. Once the garrison in the castle is dead, the
artilerist engineers use various methods to get troops inside and open
    the gates.

Hmm, i had similar beliefs to this. The artilarists would bombard the
defends, and basically kill them all. if the defenders stayed inside the
castle, they would all eventually die. but the could leave the castle and
battle the seige weapons, which would lead to a normal battle.

Agreed, but what if you have, say, a level 9 castle in a level 10
province, with only 2 unis defending it - but 11 units sieging it? would
it still have the normal 1 level per turn, seeing as how a smaller
    population reside in the castle?

i would say the artilerists attack both the castle and the units inside.
the damage would be equal to however long the attack lasted. (you cannot
keep bombarding a boulders indside a castle, without a couple actually
    hitting it:)

Hmmm you have a point there. Perhaps it should take twice the level of
the fortifaction to siege it (lager garrisons would eat more food and
work normally but a smaller garison could last longer because of the
    additonal food).

One little side note-Extra units sieging a fortifacation won't help
starve the poepl to death faster. The required units keep people from
getting food into the castle. If the number of units drops then people
could get the food stores back to full and thus the return to max level.

This note is to attempt to clear up some apparent confusion on what
artillerists do (according to published rules). This is what artillerists can
do that other units can not:

Artillerists do not do damage to a castle outside of a war card battle. They
allow a war card battle to take place.

Artillerists move up to within one space of the fortification (there's a
terrain card representing it) and attack like normal missile using troops,
except that they ignore the nice big defensive bonus a fortification normally
    gives to castle-defending troops.

Anything else you attribute to artillerists are generally just house rules. I
think confusion has arisen because it is difficult to determine if people are
discussing house rules or the original rules unless they state it.

Here's a couple of definitions (as applied in Birthright) to help clarify:

Seige: You neutralize a castle and starve them out by waiting month by month.

Assault: You attack a castle because you have 1) Seigecraft or 2)
    Artillerists.
