    You lost me right after the word "zero" in the above message. I'm afraid I

    Well, to make it simple, if the class gets full regency points (if they were
    a regent), then they do not suffer a penalty to the Lieutenant action. If
    they do not gain regency or only half regency, then they suffer the
    penalty...

    A couple of people have actually addressed this, but I thought I'd toss my
    hat in the ring. AS far as Create Province goes, I thin kthat would be
    allowed by any class.the ruling of a province is not class specific, at
    least in my opinion (and jsut for some sort of back up, all classes
    collect full regency for the ruling of a province, unlike for many
    holdings. If you are trying to figure out which class to penalize for
    attempting to rule a particular holding, check the table...if they could
    normally generate regency from the holding, then it is an "acceptable"
    action (eg paladin ruling a temple or a law holding)..if they couldn't
    collect regency from it, then they are at half chance..

    I think anyone can do diplomacy..being a particular class has little
    bearing on how well you act in a diplomatic fashion. Although certain
    classes may have advanteges depending on the topic being negotiated, all
    should be (or at least have hte potential to be) equally skilled. I don't
    think all the actions are menat to be grouped in to the "allowed" and "not
    allowed" groupes..I think there are just a few that would be not allowed,
    and mainly the ruling or creating of particular holdings, and the creation
    of ley lines and trade routes.

    Again, any regent can conduct Diplomacy. If the character does not have a
    diplomacy or diplomacy-related skill, you might decrease his/her odds.

    I would say yes.

    However, I would point out that in my own game I rarely enforce this rule,
    unless it is an action that is really outside what the character could
    normally do (i.e. what budding wizard will apprentice to a fighter regent
    instead of wizard regent? or does that regent priestess to Laerme really have
    enough business sense to also easily start up a new guild holding? either
    case, the answer would be no.)
