Invitation
In my campaign, a character wants to send an invatation to the local
ruler to a formal religious service(cleric of Nes). But he wants to do
more than just send an invatation. He wants a envoy to take it to him
personally. Not the cleric himself but a envoy of his alcolytes.
Do i consider it a Decree action or do i just say ok. what do i do.
Will it cost him.????

I'd make it a Decree action if he really wants to go all out. He can spend
some GB to make it impressive, it's a free action, but it's very public.
It's kind of like saying "The king requests the honor of your presence on
Tuesday to discuss matters pertinent to the peace of the realm" while
having trumpets blown, criers shout, etc. It's something of a compliment to
the local ruler--the king (baron, guildmaster, peer, whatever) so wants the
person's attendence that he's willing to spend the money and the effort and
risk public humiliation if the person declines. Of course, that's one of
the reasons you do this--the recipient, unless he wants to make an enemy,
better come up with a better excuse than "I'm washing my hair" if he
doesn't want to attend.

Use the Diplomacy action instead. The more luxurious the character's
court, and the more money and regency he spends on the action, the harder
it will be for the cleric to say no.
"C'mon, churchy! Free beer!"

Invitation
You could handle this as a decree, But I would handle this as a DIPLOMACY
action.
And that would cost him. But even as a Decree or as a LT. action this should
cost him at least 1 GB, for transportation,food, New clothes & a gift. More
if more than 1 unit worth of people is in this envoy(ie 200 people).
