Roman military termin

Scipio, as in Scipio Africanus, is the General who kicked the Carthaginians
butts, major in the 2nd Punic war, Minor in the 3rd. Once again, it was
Marcus Porcius Cato, Mark the Shrewd Pigraiser. And the full quote was
Ceterum censeo delendam esse Carthaginem (not that I didn't have to look up
the Latin to get it in the correct order myself). But it was definitely our
buddy M. Porcius Cato who said it.
