I'd still give penalties to loyalty - OK, a rebellion ain't going to
do much, but a few angry famers are still angry farmers. Since the
amount of money gained from severe taxation is so low (1/3 GB on
average) then personally I don't see the point in taxing it at all.
The last time I played a realm with a level 0 province (curiously,
the only time I've actually played BR - generally I GM the thing) I
just ignored it for taxation, which then puts loyalty up. As a
result, I didn't lose any money worth speaking of and I had a
fantastically loyal province where everyone thought I was great.
Always an advantage! ;-)

Howdy Ho, you smell awful flowery today....
Two quickie questions...
First off, if a regent has a level zero law holding in the level zero
province he controls, can he/she tax the province at the severe level
with no penalties to loyalty??
Secondly, who controls trade routes the nations they pass through or the
guilds that set them up. Can a guild set up a trade route without
asking anybody. If not, can they do a diplomacy action to
each of the countries involved and get their permission without the two
countries having to expend a diplomacy to set it up??
THirdly, does anybody runs a PBEM have any advice/utilites to make it
easier. I am really keen
to start up a PBEM or co-DM an existing one but I am not keen on
pen/paper to be my main resource!!
Lastly, is there anyone running a PBEM who needs a new player, esp. the
Southern Coast of Anuire or the Rjuik Highlands.
Super laslty, anybody playing in Hamilton, specifically New Zealand??

As long as the regent doesn't also ignore a random event and a
rival regent doesn't successfully agitate there. Looking at the section
on "Law Holdings and Loyalty" in the Birthright Rulebook (page 47), a
regent controlling law (0) in a province (0) does in fact control "all
available law holdings" but neither "half but not all" nor "less than
half" because zero equals itself and is not less than itself; thus two
grades of loyalty change can be ignored.

The guilds that set them up, and yes. Of course, they probably
should ask the regents of the lands they pass through, since the owner of
either terminus province can suppress the trade route by decree (if the
ruler's law holding exceeds the guild holding) or spend RP to reduce the
guild's chance of creating the route in the first place. (rulebook pp. 48,
59-60)

Well as there is really no one to rebel much against his rule I would
say yes, although I have yet to see any player actually tax a 0 level
province at severe rate.

The guild.
In my game I allow merchants to set up trade routes with asking anyone.
Of course I also allow ruler to shut down trade routes if they want to,
so it does pay to ask first. A trade route set up without asking could
be considered smuggling if you like.

Well personally I use very little paper in my game, I do virtually
everything with my computer, some webpages to keep track of holdings,
some dice, and a calculator. My best advise for keeping a pbem easier is
to limit the number of players to something that you can handle.

Heh another New Zealand. I was born over there, just stuck in the desert
of Australia at the moment.

Sure. Since they won't get any money, though, it won't make any

Well, by the rules, you can have 2 guilds somewhere, and then make the
trade route. However, most landed regents will not take kindly to this
without being asked, and may use a Decree action to stop it. So, it is
probably best to use a diplomacy action to ensure the trade route will
stand up.

Uhm, no. Someone else was asking about this a while back, and there were
lots of suggestions on what to do. The first and loudest suggestion was
"Don't do it!!!" ;) followed by "Make a big set of spreadsheets or a
database..."

Not actually true. At the severe level, you have a 1/3 chance of
getting one gold bar. The other two levels have no chance, so "severe" is
actually the only interesting form of taxation of a province (0).
