Hmmm.... a plague of kid brothers..... a plague of traffic wardens
(is this your hay-wagon, sir? Oh dear, oh dear...)..... the
    possibilities are endless.....
    ;-)

Seriously though, good idea. A bit more subtle than Razing someone's
city when they annoy you (although still not as fun as the illusion
(name escapes me) that makes a town appear to have been ruined and
all its citizens to be picking through the rubble). Cool.

    John.
"Once I was a lamb, playing in a green field. Then
the wolves came. Now I am an eagle and I fly in a

"And now you kill the lambs," whispered Dardalion.
"No, priest. No one pays for lambs."

Hmmm. Maybe 1 GB/ 2 provinces? Or even 1 GB per province?
And maybe affects 1 province / 4 levels?

    Just my comments.

    Let there be rejoicing!
Tomorrow I shall initiate two more people to the world of role-playing.
    With Birthright of course.
For these thief (3/4 Brecht mariner type)/ (wizard aspiring/herbalist
expert)magician duo (whom I shall provide a demented fighter NPC sidekick
until higher levels are achieved) I have in store a (a)typical
dungeon(sewer to be exact) adventure in the lands of Mieres. The whole
thing shall be prepared (it´s easier to manipulate beginners...) in order
to make them flee to the mainland with an artifact crucial to the
overthrowing of Governor Vaumel by the Éloele of Mieres.
To this adventure I need a massive number of giant rats. How to get them in
enough number in a level 3 (Lathier) province?Simple: the last month
(action 3 of the Domain turn in my campaign) Vaumel tried to collect taxes
from Mhistecai, an action she didn´t quite apreciate so she casts:

And now the point for this message:

    PEST (RAT) INFESTATION (Conjuration/Summoning)
WIZARD REALM SPELL - 3rd Level Caster

Regency cost: 1RP/Province (2RP/Province for Giant type)
    Gold : 1GB/10provinces (2GB for Giant type)
    Required source: 4
Duration: One Season (3 action turns)

This spell infests any number of adjacent provinces (providing one of them
includes or is conected via ley-line to the level 4 source) with a terrible
infestation from a certain type of pest-like vicious (or giant type
of)(some ideas are rats, insects are also good, bats would be also
possible, I´m sure you guys got the point). As a result the province
affected is considered to be one level lower for tax collection purposes,
loyalty goes down one level (automatically - which returns if the
infestation ends or is controled) and there is a 10% chance the province
level goes down one level permanently.
If the summoned animals are of the giant type the case gets worse:in
adition to the previous effects all law holdings in the target provinces
are considered to be contested while the
infestation subsists and the chance of level decreasing goes up to 20%. In
this case (and only in this case) it is possible to exterminate the plague
using army units (if this is done with successin the first month after
casting the penalties do not get to be aplied) - one is necessary per
affected province and it automatically takes one hit. The loyalty does not
return at the end of the infestation in this case (only if it is
    controled).

Feedback on the spell would be nice.
