Elven lands
Hello,
Since the rules say that magic potential in elven lands doesn't decrease
as the province level increases, shouldn't all their magic level be at 7
(the level of forest)? Allright, maybe Tuarhievel has some human presence
so that it lost some points, but what about Sielwode and others? IIRC,
most of their sources are at 5 or 6.

Usually this is construed as an editing error in the Ruins of Empire,
however, you could (and this has been done and accepted in the past) that
due to some magical cataclysm or war) that the maximum current source levels
(as described in Ruins) are the result. Now, this gives the regent
something to do. 1) He has to find out what happened to the sources and 2)
he has to fix the problem. In the various campaigns that I have played and
am playing in this is of course handled differently by each player and DM.
In one, it used the devastation rules from the Talinie Player's Secrets
handbook as justification for the drop in source levels.... another stated
that almost continuous wars with the Gorgon caused it... devastation caused
by the gorgons armies marching through the Seilwode disrupted the natural
ebb and flow of the sources, reducing the maximum source level for the
province.
It doesn't necessarily matter why it has happened. It matters more to
the Player to come up with a "cure" for the forest and preventing further
degredation. This of course begs the question that the DM will allow such a
thing as well, but it does make for good adventuring (i.e. adventuring with
a purpose that is the players, not the DM's or just a module).
