Actually, you might be surprised to know that most people in Stalinist
USSR practically worshipped him (at least those who weren't sent to
concentration camp). So, loyalty was at least average, and even high in
many cases.

Sorry, for I'm off topic here, but the most part of lithuanians didn't
like him and the idea of communism, but they couldn't do that. And those
who were serving USSR government had the power and support from the Big
Brother, so the majority could do nothing. And they did nothing. Just
kept on living, working, waiting. So, the question becomes: was loyalty
of lithuanians to Stalin high, average or low? I think that there are
two answers: In people thoughts they weren't loyal, but in actions they
were. Just that such thing will not become visible in one or two domain
turns, it takes decades.
