They're mentioned in King of the Giantdowns in the description of the
populace of dwarf holds of the Silverheads.
".... dwarves and even a few gnomes..." I recall being their sole
mention in the book.
Personally, I say that they don't exist. That bit of the book is
GM-Only, so there's no problems with players reading it (unless
they've got the book too) and even if tales of gnomes did escape into
the outside world, I'd rule that they were just a rumour, a myth, or
even a misunderstanding concerning a family of dwarves that is only
cleared up when the players receive a visit from Thorvikk Gnome, the
elder and head of the family of secretive dwarf master-stonemasons.

I seem to rememebr (although I don't have my book in front of me and I
HAVE been known to be wrong before :) ) that Gnomes do not exits on
Cerilia, either as PC races or NPCs, or even as a "monster" class...they
aren't listed on the list of languages PC's can learn...if anyone can
correct me, feel free :)

Okay, I'll try. (:
Gnomes do exist on Cerilia. They're listed among the monsters on page 89 of
the rulebook form the boxed set. They're there, but their not availible as a
PC race. As for their not being listed on the language list...well....dragons
aren't either, neither are sahuagin, or mermen, or treants or several other
"monsters" that have spoken languages, but they do exist on Cerilia.

rulebook. The question is, why aren't they PC races? Are they too rare? Are
they primitive? Are they hostile? Any thoughts?

I always use BR gnomes as being more secretive, hiding in the wooded
hills ignoring the other species. Elves might know of them, to everyone
else they are a rumor.

I wondered about that. At first I just thought it was because having
Gnome regents would be kind of silly, but Halflings can be regents to, so
that's not an answer.
Perhaps they are simply rare and reclusive. They dwell in burrows very
deep in the woods, and have barely any contact with PC races. Perhaps the
elves know of them, but the human races consider them just fairy creatures.
Or perhaps they are hostile little buggers. Maybe they are like the deep
gnomes and live far beneath the earth, and only the dwarves and orogs know of
them.
Just a few ideas.

In my version of Cerilia, gnomes are too seperate races. The first
is called the Forest gnome. There almost considered a type of
elf by the humans. There short, thin, have rounded ears, and dress/
live alot like elves. There very insular, and would really only be
PCs in an elf-only game.
Rock Gnomes live in the hills of Dwarven lands, and are very rugged
and strong like the Dwarves. There also very 'tinkerish', and often
construct gadgets. Nothing like the Tinker gnomes of Kyrnn-- more
like mideval 'inventors'. They are also very insular, and would
only really be PCs in a dwarf-only game.
Neither of the races were at Deismaar, and therefor cannot be
blooded.
Thats just my take on it all.

Although not mentioned as a PC race, Gnomes are listed in the Rulebook
pp. 89 under "AD&D monsters in Cerilia" which lists appropriate
creatures for a Birthright Campaign.
