Here's a couple more questions that just came up recently:

    1. If a specialty priest of some FR deity were to end up on Cerilia, would
they be able to use their special powers?

    2. If a scion of Cerilia somehow wound up on another Prime Material Plane,
would they still be able to use their blood abilities?

For question #2 I'd have to say yes
A charachter's blood abliities are part of as much as a thief's pick pockets
    ability
Only abilities which have a direct conection with the land or creatures (Such
as animal afinity, bloodmark, etc.) wouldn't function.

I'd say it would be the same as with spells in Spelljammer: Spells of up
to 2nd level can be regained, so abilities which are gained at up to fourth
    level could still function.

    >2. If a scion of Cerilia somehow wound up on another Prime Material Plane,
    >would they still be able to use their blood abilities?
Absolutely. Blood abilities are innate, and come from a divine
derivation, so they go with the character. The only problems would come in
trying to access the Shadow World (it isn't there), the others should all
    work fine.

I say, no. Not even. Not a single spell. Their god is on a completely
different dimension, and can't/won't reach to Cerelia. The only
exception would be in someone is carrying a relic which contains a
physical portion of the god's body, and then you could get 1st & 2nd
    level spells from that.

I say, yes, caveat. I think all the powers would work except Travel.

As above for priests - no powers.

My opinions, take 'em or leave 'em.

I think yes to both questions. One world on the Prime Material plane is pretty
much the same as any other from what I can tell as far as the gods are
concerned, so a priest of any particular god would have the same powers no
matter where they were on the Prime Material plane.

As for blood abilities; I'd say the same thing. Blood abilities are inherit to
the person who has them, so they would be able to take them off Cerilia. They
would not, however, be able to collect regency from a realm on another plane.
The land of Cerilia is different from the land anywhere else.

The FR priest would be unble to use his powers as he is cut off from his
Deity while in the Birthright Crystal Sphere (Planescape setting
mentions more about this effect) as only the gods of the particular
world are able to influence that world. eg, while Mystra cannot effect
Cerilia, Haylen cannot effect FR. The Cerilian charcter however would be
able to use his blood abilities while in another prime as he is
personally infused with the essence of a god. He is basically carrying a
piece of the god around with him.

    Hope this helps, Phil.

They would loose all the special powers, and with time they would loose
their spells (praide for last time in contact with the deities of FR)
starting with the highest spell levels.

    >2. If a scion of Cerilia somehow wound up on another Prime Material Plane,

As the bloodability isn't granted from any diety, but is an essence of
the old gods which is a part of the person, so they will not loose those
abilities when coming to another plane. There may be restrictions on the
plane where the person has come to which negates the effect of some of
    the bloodpowers.

One of the Planescape Accessories "On Hallowed Ground" states that a scion
outside of Cerilia looses his blood powers as they are a result of his
connection with the land. I however don't like this, as I consider them to
be a result of divine power that travels with its user. So, in other word,
just play what you like best !
