However much you have, you can always spend more. IRL, vast treasuries
accumulated over decades have been squandered on festivals, hippodrome
games, gifts to worthless courtiers, etc in a tenth the time it took to
    accumulate it all.
Think of the Roman Games, which at certain times got so extravigant that
it seemd the resources of the entire empire were being dedicated to amusing
the locals (and the devil take the rest of the realm). Or take Basil II
Bulgarnoctonos and his worthless successor/Brother, Michael the Drunkard.
Basil II ruled for 50 years and accumulated a treasury in excess of 250,000
Lbs of Gold (or nearly 2,000,000 GP, 10,000 GB). Michael the Drunkard ruled
for 3 years and by the end of his reign the treasury was empty, and soon
after, for the first time in over 7 centuries, the Nomismata (midieval GP)
    was debased.
So you can easily spend 100GB and so long as no one spends more your
festival will be the most lavish in recient memory. But someone can
*always* find a way to find people who will take whatever largess you, or
    they, are willing to give.
Just be sure the Turks aren't about to come knocking on the gates. . .

Major stupidity/head-space mistake here: Basil II Bulgarnoctonos' Brother &
successor was not Michael the Drunkard, but Constantine VIII, an extremely
worthless person (Michael 'the Drunkard' actually wasn't that bad. . .)

Of course, the case of Basil II Bulgarnoctonos just proves that you can
succeed (eventually), and be an otherwise great ruler, but if you don't
insure a proper succession by providing an heir, it doesn't matter if you
conquer all you face, your achievements will be gone with the wind. . .

Do you know why? So that whoever was sponsoring the games, usually
a powerful/rich fellow in the Empire or Repulic could get the popular
    support
of the public in Rome...and thus rise to power with their numbers.

Of course, the Roman patricians did spend a little too much at times, but
that's why the Armies were on the march(ie get more money, and expand
the tax base), but it wasn't just on festivals, there were lots of luxuries
    and
actually a lot of neccessary food stuffs..
