A little slow probably, but the Empire books have a lot more to do with
actually *ruling* a realm than the other books. Though Merchant Prince
might be a better read for non-regents.
I think Roger Zelazny's Amber books are also quite good, as might be
Saberhagen's Empire of the East and Sword books....
