I'm not an authority. My understanding is that when a priest cast
spells, she should be furthering the cause of her diety. As always the
diety, i.e. the DMiety, has the final say :

That's a good point, however, I'd rule that the Luckstone affects only
personal actions, not domain actions (IMO, the rulers Regency Points
represents whatever luck/karma/influence/whatever you wanna call it over
administrative/governing activities).
Either that or there should be two kinds of Luckstones; one for personal
stuff, and a *very* rare "Luckstone of Regency" that affects realm
activities (and perhaps a "Luckstone of the Emperors" that affect both,
though you'd have to wonder where Mike misplaced it, considering. . .)
IMO, also, the "Call Upon Faith" spell would not work for realm
activities, either; though perhaps some modified version (with an increased
level) would; again, I consider it a "personal" affect, not a domain/realm
effect.

I too would consider the level 1 spell a personal affect only.
A realm action inherently involves more people than the caster himself. Someone
has to carry out his orders. Even a realm spell involves assistants, guards etc. As I think the spell's area of effect is the caster, or possibly another of
his faith, this precludes its use for realm actions.
How's that for rules mongering ;).

Possibly this one has come out already, but IMHO, in Birthright, a
"Luckstone" is the single most powerful magical item in the world.
Consider the abilities it displays, and consider how many die rolls
there are in Birthright.

While I wouldn't want to detract from any "DM's interpretation," I'd have
to say "no." That spell is really supposed to influence a single action
(represented by a die roll)--not the month's worth of actions that a domain
action would take. The spell is, apparently, poorly worded. Sorry about that.

Given its duration of only 1 round then I doubt it. I think a domain
action would take a little longer that 1 minute to perform. The god
might get a little annoyed if the priest kept calling on him all the
time too.

I would say, "NO". This for I don't think that spell has an duration of 3
months and affecting everyone who enters the domain. Spells and magical
effects which affects die rolls usually do only affect personl dices and not
dices which reflects what others does without your presenc.

Well thanks for all the reactions, they all seem to echo my own ruling
towards my player that no single spell can easily affect the die roll for
realm actions.
Seems like another ruling for the books.
