    This is really covered quit well in the rulebook. Essentially, just create a
    normal D&D character, roll up a bloodline (if you want; commoners get +10% on
    experience awards!) and determine if you're a regent. If you are, the DM may
    choose a magic item for you and (if you're not a wizard) you'll receive some
    personal bodyguards. Oh yeah, regents get +10hps, too.

    The charts are in the main rule book, but I have created a alternate chart for
    determining bloodline based on racial background. However, I later decided to
    allow my characters to choose what bloodline they have, (and then roll thier
    powers).
