    Ruling Demi-Human Provinces

    Is there any reason that when a Demi-Human rules a province that
    the increase in population must be of his race ? This would solve
    the conumdrum of "where did all of these dwarves come from and
    why weren't they here last year when we really needed them" that
    comes up from time to time.

    Also it has been mentioned that some Elvish Forests have apparent
    drops in the source level when theoretically Elves don't cause
    this by their prescence. Perhaps this could represent the Non-elves
    that are in the forest, at least in part.

    think so. Elvish source holdings would be affected by non-elves in their
    territory. But I wonder.

    Only the usual (animosities etc. that develop in a multiethnic/-cultural
    society). So, guess what that means? It means you role play it: encouraging
    settlers to believe (whether correctly or not) that they'll be given a fair
    shake in your country, regardless of their alien backround. Convincing your
    own people that it's wise to let these strange barbarians in. Dealing with
    the inevitable conflicts, etc. Sounds like an interesting idea. Eventually,
    you get Canada, and get to role-play national fragmentation and the
    Balkanization of your country (Hmmmn. . .the Balkans. . .great place to get
    game ideas from, but I wouldn't wanna live there.)

    Oh, one more remark on this; I think it would be particularly hard, though,
    to convince any specific nation that they ought to share, considering
    Cerilian history (remember, it was the initial decision by the Elves and
    Dwarves to share the continent that resulted in it going to hell, from
    their point of view. They're unlikely to want to "make the same mistake
    twice" and let humans into their last few strongholds.)

    It depends on what other races lives there, let say they are other elves
    (half-elves), kentaurs, .... and druids (yuppz not a race, but a class), then
    I wouldn't rule any changes in the population/source rule. But races as humans
    dwarves, goblins would automatically change the source.

    by they way, something what I have wondered about is why the "population" is
    so low for goblins, I thought they did breed atleast as much as humans if not
    more... so shouldn't it be quite usual with goblin provinces with the values
    7/0 then 1/6.
    Maybe I have let the goblins be more civilizaced than others (farming,
    building cities and so on), but I have a feeling that they should have
    controll over more of the continent than they have now (lowering the number of
    human settlements).
