Goblins would make an excellent addition to the PC races of Cerilia. The BR
setting presents them in an intelligent light, far above the mindless
little bugs that they are in most settings. Also they seem more "alive"
given their history and role in the political world of Cerilia, so it only
seems fitting that they become a standard. While I find it hard to picture
a "heroic" Goblin PC, I find it easy to picture a cunning and conniving PC
Goblin. As long as the rules governing them reflect this naturally sinister
nature all will be fine, at least IMHO.

I'd rather see BR goblin PCs as a kind of Ferengi/Klingon blend; always out
to get an advantage, with just enough bravery and honor to make them worth
dealing with. Thurazor has signed treaties with other regents, and trade
goes on with them, but it is only for as long as the situation is perceived
to be in their favor. While humor may be a strong element, it can be thus
    with any characters.

I ran a campaign in Thurazor, with a Rjurik druid, disguised as a ranger
with a trading coster in the capital city, and a goblin magician, whose
mentor was murdered by troops of the official state religion. They had a
lovely time trying to avoid meeting up with these priests, although they
were grabbed up to go along on a raid south and later they revealed
themselves to warn of an invasion from a bandit army from Five Peaks. In
both cases it was advantageous to them, but, they also took actions that
lessened the damage of the raid to people nearby and were reasonably heroic
in slowing the advance of the army so the goblin forces could muster.

This is sort of what I meant - Goblins could be worth inviting to
councils and alliances, but you'd keep your best silverware locked up
while they were in the building. From snobbishness if nothing else.
