    If the sources get invested, then they would be a current level.
    Otherwise, I would make them build from scratch.

    The wizard can instantly inherit the whole of the other's sources, levels
    and all. It requires an investiture spell: the former holder is divested,
    and the new holder is invested. It still requires one month to do the
    spell (same as for law or guild holders who want to claim regency from
    their holdings), but it can certainly be done. Details of this are
    explained very well in the Book of Priestcraft. I personally would make
    the wizards use a priest of Ruornil for the process (and I require priests
    of Sera/Sarimie for guilds), but that's a personal interpretation.

    IMHO he can forcibly invest the holdings if he likes, or if he can
    "convince" the NPC, he can Realm invest the whole kit and kaboodle.
