    I have a question and I know that there are many of you out there that can help me.

    The magical potential rating of forests is 7.
    Most Elves live in forests in Cerilia.
    Elves live in harmony with nature (not lowering magical potential ratings of the land they are in)

    Shouldn't elven lands have province/magical potential ratings of x/7 and x/7+ instead of x/6 or less?

    The Manslayer is the exception to the rule as he rules a 2/9 province (at least I think it's 2/9...).

    The magic potential of Elven forests is actually 9, so all ancient elven lands should have province/magic potential rating of x/9. The magic potential rating of non-elven forests is 7, but the elven forests have the higher rate due to their careful nurturing of the forest over millenia.

    In later products (Havens of the Great Bay, etc) the elven forests did show up at level x/9, but in the Ruins of Empire book this was never done, so I assume that the thinking on this changed sometime between the boxed set and the later sourcebooks.

    And the magic potential of "ancient forest" provinces is 9. I don`t think

    an official definition of the meaning of that phrase ever appeared, but

    IMO an excellent operational definiton would be "any forest which has

    never been ruled by anyone except elves."

    IMO, absolutely yes. IMC, every elven forest province is an x/9.

    I didn't tweak any numbers IMC and explained it with a rule saying that the potential of a land can drop if catastrophes happen (or somethng like that) Since the Anuirean elves have been in war with humans for ages, I say that every single province of the elves has suffered by the war itself...

    A_dark, what about the Sielwode? To the best of my knowledge no wars have been fought in that country. So shouldn't all provinces within it be x/9?
