As entertainers, storytellers, news service etc. bards can affect people,
many people so agitate would be my choice. Diplomacy perhaps if bard
travels around, but agitate seems more fitting.
As a meddler with magic bard could use sources also. Bards are more with
people than nature so they should draw magical energies from people or
masses of people. Source level could be then province level -3 or maybe
    - -4. In small provinces there aren't enough people to draw from but in
bigger provinces especially in cities there are. Source itself could be
theatre, fighting pit, cabare or what ever where people go to entertain.
Of course bard should get regency from such establishment too.

Ley lines could be a bit problem. If we continue analogy with people and
nature as source of magical energy then roads or routes which people use
for travel should be basis for ley lines. Costs for leylines should be
much like they are for wizards.

province level -3 gives maximum 7 to source level and
province level -4 gives maximum 6 to source level. Bards just meddle with
magics so it stands to reason that they shouln't have access to as high
sources as wizards. It's up to GM to make final call.

Thanks Theo, it's intresting idea. I hope I gave you some food for
    thinking too.

Great idea. I always fell that bards were underated.

Let's not forget something. First, in medival times, only a small percentage of the population was able to read and write. It
even happened to some nobles. So, a bard guild could provide this necessary service.

Secound, printing don't exist. So, how come a regent get news or let know his/her edict? By oral means! So here come the
express annoncing system: the bard guild.

Third, many cities we remember from antiquity or medival time where big and were at some level cultural advanced. What better
way to have culture by sponcering bard's college? By the quality of entertaiment, a regent could attract thinkers and rich
people, justefying the tax generated by such a holding.

Concerning the actions a bard regent could take, that's a difficult one. It seems they would be nearly identical to the one
taken by thieves. Agitate, espionage or diplomacy would all three be prime candidate for free actions. Unlike the thief, a
bard couldn't amass RP from Trade route.

Well, that's sum it all up. Hope someone else gives its lights.
