I have always thought that is something extra a wizard can do if they only
owns scource in a province (like ruling the province from the shadows). So a
wiz who has source level 7 could rule the province like if he owned it. Maybe
I have missunderstod the whole purpos with the list, but in that case, why
don't presit have a similare limitation?

well i got the same question from a novice player when i explaned
about wizard regents. At that time i didn't know an answer, but given
some time i thought up the following explanation. A source is a
strange natural form of magic. It could be crystals growing from the
ground or an ancient oak tree with golden leaves, etc.. If the form
(source) is high enough it could be possible to 'harvest' the
manifestations and sell them (a sort of trade route). It still
wouldn't bring the wizard much because of the low development level
of the province where the source is. (elves might be an exception)

I thought this a nice sollution, reactions on it will be much
    appriciated.
